One of the stangest episodes in Kauai history took place in 1816 when a Russian agent named Georg Schaeffer started construction on a fort as part of an alliance with King Kaumuali'i to establish Kauai as a sovereign power and to assist it in eventually taking over the whole island chain.
The fort was built on the site of an ancient heiau on a hill overlooking the mouth of the Waimea River in southwestern Kauai and named after the wife of the Russian Czar.
